The diagram shows the basic organization of Pele Base's City government. The Mayor and City Council head the municipal structure. Their primary duty, as elected representatives of the people, is the determination of policy; that is, deciding what the City Shall do.

This policy is then passed on to the City Manager whose duty it is to expidite this policy in an efficient, economical, and fair manner by coordination and delegation of the responsibility to proper City departments. The actual performance and direct supervision of the municipal activities is then carried out by the Department Head in charge of the particular activity.
