Requirement

idea to set up a bank of copyright free images in which people...have found on the web and used in their presentations.  The aim is to save people time in searching / browsing for suitable images for their presentations & teaching materials.  For example, [we] recently did an image based presentation and spent hours scouring for high quality creative commons / copyright images. [We] now have all these on [local PC hard] drive.

We're looking for an easy way for staff to upload and store images.  
Ideally something which would show a thumbnail of the image, allow us to tag it but also link to the attribution / copyright information.  
As the bank grows larger it would be useful to be able to search it as well.  
Flickr immediately springs to mind for this as I'm aware you can have private accounts but I was wondering if you knew of anything else that might do a better job.  
It would be great if people could join themselves rather than us having to administer members as well.
